I believe this is a design for a Cuban cigar label. The final (in colour) would end up in the inner side of the box lid.

Nice image of seated goddess of abundance and industry (?) at left, another seated at right, in tropical setting. In center, coat of arms with ship with three masts and oars. In background train.

On thin paper.  Mounted in book?

Vertical fold, some creasing along top, horizontal fold at bottom.
